Why do my windshield wipers on my 1991 camaro rs not go all the way just part of the way up? Everything looks fine?

My 1991 camaro rs I'm trying to make it roadworthy, it didn't have a horn when I bought it, I wired in a button and fixed it, now I need to fix the wipers. They don't go up and down all the way. And only work on high. I have a YouTube video of it.

Any ideas? I really want to fix it so I can pass inspection and get this car on the road and enjoy it. Only need wipers fixed, a front parking light, new windshield, and a set of tires and I can finally drive it. It's cooler and sounds better than my honda accord. 305 V8 with T-tops
