I have a 2004 Honda accord Ex V6, The A/C doesn't come on, what is wrong?

The lights on the A/C panel don't turn on, and I don't hear any compressor turning on either, I have switched the relay's back and forth to see if it would start working, but it didn't. I haven't found any solution online for my situation, the lights don't even turn on so I don't think it is the blower motor resister… I'm lost

What's the deal with honda not being able to use coolants with silicates if it makes the coolant better and safer for the engine. Reason?

Is it for a reason or just honda wants our cars to last shortly? Added (1). Roughly how much could I get from selling my hybrid car with a dead hybrid battery?

I have a 2007 Honda Civic Hybrid with about 175k miles. I'm the second owner and there's nothing else wrong with it besides the dead hybrid battery. The battery is very expensive to replace and it's honestly just more of a financially smart decision to sell it rather than spending about 2,000 on a new battery. I just want to know what is a decent price to let it go for considering the hybrid battery is dead ultimately making it useless until replaced.
