2001 Honda Civic Ex shift problem?

I have a 2001 Honda Civic Ex. I can't shift out of park unless I press the shift lock in. What could be the Problem?

I have a 2003 Honda Element awd ex model which is a 4 spd automatic. My question is compared to two cars, how would this SUV do against these two cars? So say the driver got into a high speed chase due to a road rage altercation with another driver driving one of these two cars? Need help buying a car (Honda Accprd or Civic)?

My choice has boiled down to these two cars but here is why I'm having a ha d time choosing. I've never owned a car before so I don't know how much big of a difference one is compared to the other. The Honda Accord cost slightly more than the civic but here is the problem: the insurance on the civic is terrible. So, say if I want to save money which would be better and cost less to own? I have no problem buying either but it's e owning and maintaining cost that I'm lost on and I need the cheaper option. Is he civic insurance worth it?
