97 Honda Civic, new clutch and pressure plate but won't come out of gear and clutch pedal won't release?

The clutch feels backwards now, won't switch gears unless the car is off and the pedal is all the way up. When you start it in gear it will not come out of said gear unless you turn the car off. The clutch pedal will get stuck down and the car will roll in whatever gear you put it in, when putting the clutch pedal down is supposed to release the clutch… It does not
