What are signs your car needs new spark plugs?

I have a newer Honda with 75k miles. It started making loud noises in the morning and seems to be running rough like not accelerating as fast as before.

I have read that Honda uses NGK iridium tip with 120k mile rating. So should I wait til 120k miles?

Should I buy this car?

Basically I'm looking to upgrade from my current car to something more reliable. My budget is $4000 and I came across a 2007 Civic Coupe LX(Manual Transmission) for $3500. It has 173k miles on it and that concerns me but I know it's a Honda and all. I ll mostly be using it to commute from college.
