Starting problems Honda c100?

Hi I have recently restored a Honda c100 and now can't start it. The best I can get is a slow tick over for about 20seconds if I have the choke and throttle fully open. This to me says to much fuel. I have changed the fuel hoses and the new ones had a slightly bigger bore diameter. These go from the tank to the tap on the carb. Would this be causing my problems or does the tap restrict the flow anyway.
