Interested in restoring a 1986 Honda scooter hasnt been driven in 25+ years, what needs to be done to get it running?

I was interested in restoring the following scooter that s been in storage for almost 25 years:

2009 Honda Crv New Ac Compressor clutch not engaging

Here is my story. I have been having problems with my AC all summer. I was told I needed a new compressor and condenser. I purchased a spectro (made in China) compressor and condenser. The compressor was engaging on and off continuously and the car was vibrating so I had to return it after two months. I then bought a used Honda compressor and the clutch was skipping while spinning. Finally I surrendered and bought a NEW Honda compressor. The compressor does not come with coil and clutch assembly so I had to purchase them separately. I put them together as shown in the diagram, filled the compressor with 80ML of PAG 46 oil and installed the coil and clutch as shown. Today, I went to my mechanic to put Freon in the system, but the clutch was not engaging. It was not spinning at all.
