Interested in restoring a 1986 Honda scooter hasnt been driven in 25+ years, what needs to be done to get it running?

I was interested in restoring the following scooter that s been in storage for almost 25 years:

I'm so confused about my car?

So the vin number says it's a 2008 Honda civic ex 4 Door sedan. The car has leather sterring wheel, seats, and heated seats and was sold to me as the ex-l sedan.
