My 2011 Honda Accord Coupe has a whining noise while I'm accelerating. It will make that noise when driving or in park?

Can anyone tell me what this could be and possibly a solution? One mechanic told me a cracked power steering tank, but when I went to get it fixed they said power steering was fine. Please help! Thank you!
