I have a Honda GSV 190 mower engine with a broken starter rope and stud stuck in starter that I can't remove. Any ideas would be great

When removing the nuts holding the recoil starter in place the nut on the front of the starter is stuck. When I try to remove it the whole stud come out of the engine. Leaving the engine cover stuck to the starter preventing me from replacing the rope. I have tried everything I can think of to remove it with no luck. What's the deal with honda not being able to use coolants with silicates if it makes the coolant better and safer for the engine. Reason?

Is it for a reason or just honda wants our cars to last shortly? Added (1). Any more answers i was checking out that video then checked and notice newer cars don't use the coolant anymore so what's the deal we have to go back to inferior coolant i've read it eats the seals in cars? Roughly how much could I get from selling my hybrid car with a dead hybrid battery?

I have a 2007 Honda Civic Hybrid with about 175k miles. I'm the second owner and there's nothing else wrong with it besides the dead hybrid battery. The battery is very expensive to replace and it's honestly just more of a financially smart decision to sell it rather than spending about 2,000 on a new battery. I just want to know what is a decent price to let it go for considering the hybrid battery is dead ultimately making it useless until replaced.
