What can I do for my headlights on my 2008 Honda Civic?

I have a 2008 Honda Civic Coupe and whenever I turn on my regular headlights on, they are on but very dim. But when I turn on high beams, they are actually on where I can see. Would I need to get my headlights changed? Or is there a way to make them brighter? Any ideas? Thanks!

I'm so confused about my car?

So the vin number says it's a 2008 Honda civic ex 4 Door sedan. The car has leather sterring wheel, seats, and heated seats and was sold to me as the ex-l sedan. The ex model in 2008 did not come with leather nor heated seats. Yet the DMV believes it's an ex. Am I missing something here?
