Do I need to cut out part of the rear bar to fit a tow bar to a 2004 Honda Accord Euro?

I'm looking into buying a second hand Honda Accord Euro from the 2003 - 2006 year range (most likely 2004) but will want to install a tow bar as not many come with them.

Does installation require cutting out part of the rear bar (removing the bumper then cutting out part of the metal rear bar) and then welding the new one in place? Or does it simply bolt on in a few places and then you have to cut out of the bumper for the actual tow bar to stick out of?

If I could get one done a bit cheaper than what Honda generally quote I d be stoked… Thanks!
