Why isn't fuel getting to engine in my 03 Honda civic?

No CEL. Always cranks. Starts sometimes. If it starts and I turn it off, it will always start up if I try right away. However, if I wait a few minutes after turning off, it will not start for a few hours.

Anyway, when the car doesn't start, fuel gets to the line that leads into the fuel injector rail, but not to the engine.

Could all the fuel injectors decide not to work at the same time?
Could there be something wrong with the fuel rail?
Is there something else that could cause this?
